Let's talk about some special circumstances.

If you're moving, you have a 2 month period after you move to pick a new prescription drug plan or advantage plan in the state you're moving to.
Medicaid is the low income program. If you're qualified you can switch plans any month.
If you're losing Medicaid you have a Special Election Period to find a new plan for your needs.
